i was in the same predicament a few years ago as need room for dog cages and seats for 5. most vans are too light when empty so after a lot of research i bought an 8 seater and removed back seat to fit in cages
Sites go on looks not classification. If they don't want vans then it matters not what it is, it is what it looks like. Best bet would be to go for a van based people carrier. VW Caravelle is arguably best looking or current Transit Tourneo looks ok as well.
I don't think there should ever be a problem with towing with a van.
If it is not used for any commercial purpose then they should be no problem.
I think people are still to eager, that if you tow with a van you are a traveller.
Remember there are many working lads out there that do the same.
I used to work in Kent at Hoo power station, for RJB mining, and used to stay on a CL, they where great, but others are not the same.
When i have worked on big projects on the highways we used a ompound or close by CL, CS. With no problems.
It's wrong to tar everyone with the same brush, in this way.
Our son came to visit us and stay overnight on a site that had a strict "no vans" policy. He was in his work vehicle, a van with side windows, rear seats and sign written in company logo. When asked where he could park the vehicle overnight the site manager replied "beside your caravan, that vehicle isn,t a van". However workmen staying long term in site owned statics had to park off site.
What it comes down to is that the site owners/operators have a right to refuse any vehicle they choose, and there is little anyone can do about it except go elsewhere.
My advice to anyone using anything other than a conventional tow-car would be to ring the site first and ask. The worst they can do is say no. I am inclined to think that most sites would be amenable if they were asked nicely in advance, but some might turn away someone that just turned up out of the blue, and driving a van.
Sandringham ccc site was supposed to be a pic of the van . Ive never had any bother if in doubt phone if its a problem , there are plenty who will have you.

Well if it is good enough for the Queen, then anyone else must agree, or be shot.
