We have 5 children and understand the challenges of 7str cars. Most are not designed to carry 7 adults, or even 7 children on a permanent basis - ie the 6&7th seats are designed for occasional use, and generally instead of boot space rather than as well as. You need to check this out carefully.
We have a VW Caravelle 4motion, which is designed to carry 7 adults along with luggage, and happens to have 4WD. Admittedly, it does not have fold flat seats, etc, but we always need the seats, so this is not as issue for us.
You may struggle to find one within your budget, particularly with 4WD, but it is worth bearing in mind as an option.
