Ciroen C15 van is usually powered by the PSA 1.9 XUD diesel around 70bhp, very reliable old technology engine, ensure cambelt has been changed though. I had a Berlingo with same engine, it pulled a 750kg caravan ok, very slow uphill but it did the job. You would not want to be towing much more than about 750kg, certainly not a tonne. If its an old small Adria it should weigh under a tonne all up. As pointed out, check vin plate.
If you use the van for towing you will need to get used to trucks passing you on the slightest motorway incline. On long motorway hills you may slow down to 30mph. If you are ok with that then the van will be viable for you.
