So, my interpretation is that you can legally tow 1500KG (3520 - 2020) and your safe limit is 1098KG (1292KG x 85%), as you stated in your first post.
Is your confusion that the handbook states different values? I'd be inclined to use the plated numbers (assuming they are the same as V5) because the police will use this for reference.

2020kg = GVW = max vehicle can weigh when fully loaded
3520kg = GTW = max both vehicle and trailer can actually weigh when weighed together
1- 980kg = max front axle weight
2- 1060kg = max rear axle weight
