If the Volvo XC70 is out of your price range then you could consider the Volvo V70 which also has the D5 engine and about the same size estate as a Passat and Mondeo. The towball weight limit up to 2007 is 75 kgs. but 2007 onwards the towball weight limit increase to 90 kgs.
Its funny how the French car haters can never actually come up with any reasons why they are worse than any other...Its actually the French they hate, I think, not the cars.
Or perhaps they mean 1980s Citroen BXs? Although I recall the French diesel engines appeared to run for about 300k miles.
If the op is looking for a car with reasonable mileage 2-3yrs old then he needs to find one with full main dealer service history whatever the make.
With any used car its pot luck, any can require expensive repairs because these days all repairs are expensive.
Dont listen to people who have no real experience of French cars - I have driven Citroens since early BX days, and have never regretted buying them. My last car was a C5 2.2, an absolutely wonderful towcar, but Im not sure the weights add up (dont have data here!) I am now driving a Peugeot 407 (same company), And my next car will also be a PSA product. I have put my money where my mouth is! Good luck with whatever you buy, (even if its a Ford)!

I thought mondeo would be too light ?
Mine has a V5 MIRO of 1685kg. It tows my 1450kg Hymer superbly and is as stable a platform as you will find for a van of that sort of weight.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013

Until I bought my first Mondeo in 2006 I avoided Fords because of the reputation in the name Fix Or Repair Daily. Now I doubt that I would buy anything else, in 9 years over two cars I have had no work done other than routine servicing, and the cars are superb to drive.

I think much the same could be said of all makes of car nowadays. Key is correct servicing at interval & also sympathetic driving. Any forum will contain posts of complaints about various cars but one might have no clue as to the life these cars have lead. I'm gobsmacked by the amount of people who think servicing is optional & their money is better spent elsewhere.
Ok i'm only asking as i'm replacing my car this year, mines a company car and we do have some vauxhalls on fleet, so could be an option for me aswell, A mate at work has that car in a manual & hatch version and is getting brilliant mpg
