If there is nowhere to put a breakaway cable then I would go for a safety chain instead. As long as trailer is roadworthy then ok to tow.
I think its home built. From the little digging ive done its a Bailey spring dampening coupling of which from my understanding is that they can no longer be fitted, unless its to replace like for like.
