Ah now that makes more sense. 600kg unbraked. That means something like my little box trailer which doesn't have any brake drums or braking system of any kind. Caravans usually have over-run brakes which come into effect when the towing vehicle brakes. The weight of the caravan pushes the tow-hitch in as it pushes against the car under braking, and this actuates the braking system on the caravan.
