I thought I would quote a repeat of Bob's post as it seems some people have very little grasp of the English language and have mis-interpreted what is a 100% correct post! Nowhere does he state he condones it, but is giving useful information on the issue of penalty notices.

Your 100% correct, it was for information purposes only, to help those who inadvertently receive a ticket, that might not be legally issued, did you also know a traffic warden must wait 10 mins before issuing a ticket, unlike the blue meanies in Edinburgh who hid around corners and issue tickets to folk who are going to get tickets from the parking machines
