all manufacturers, will have tested there vehciles to be able to state a max weight, but if your vans are below the max tow weight of a modern vehicle, in most cases vans would be between 1300 to 1600,max, depending on manufacturer, so towing one at 1500,KG,max, would leave 500KG below the max of the vehicle's max tow weight

Thats fine. I still dont think that, we can safley tow a trailer or caravan a lot heavier than the tow vehicle. Call me stuck in my ways, but i have towed heavy weights behind a 110 with piped brakes connected and its not safe trust me. I would not even tow with the disco at max weight on a road because of the tail wagging the dog, and it will happen. I agree that if the car makers state that a car can tow that weight so be it, any driver would be within the law, common sence says not to tow at those weights.

This discussion doesn't really take into account the very high numbers of vehicles already towing at over 100% weight, such as Transits towing mini diggers and the like.
The dynamics between a car and the towed 'van are too complex to be put simply. Every car has its own set of dynamics which are in turn affected by what it is towing.
Discoveries and most of the full-size Land Rovers, BMW X5's, Shoguns, Troopers et al are all rated at the maximum 3500kg with overrun braking, regardless of what that towed load consists of.
I'm more than happy towing a full 3500kg with my Discovery, but remember that the Discovery is limited itself on payload when towing at the top weight.
I've had 'moments' with various towed loads, usually down to loading or tyre pressures. Our 6-wheeler is a doddle, but it has a wheel at each corner and very stable in all conditions. If that was the only trailer you ever towed, you'd wonder what all the fuss was about.
I do believe that guidance is still needed for the new driver/tower, and that gradually there will be a further tightening of licencing that will gradually eliminate any 'untrained' towers on the road.
