No, what they say is that it is a legal requirement that any trailer must have a nose weight of at least 4% of it's max gross weight, or 25 Kgs. The recommendation used to be 7% for a caravan, but now they say to aim for the lowest of either the car's or the caravan's max noseweight as given by the manufacturer, since in these days of increasingly heavy vans 7% could well exceed the car's limit.

When you say he has a Class 2 HGV licence, what categories does his licence show? Do you mean he has C1, but not C1 + E or B + E?

As I read it, he's got C & C1 so he can drive vehicles between 3500kg and 7500kg with a trailer up to 750kg and vehicles over 3500kg with a trailer up to 750kg.

But he can only tow a bigger trailer with a smaller vehicle, under the terms of Category B, unless he takes the towing test.

Seems a bit daft to me, but that seems to be it.
