It's probably totally legal but towing nose up does affect stability a lot.
It's unfortunate you have a detachable towball. With the fixed towball (2 bolt flange) you can fit a drop plate (up to 4 inches I think).
As an example I can tow my caravan (level) at over 70 m.p.h. and it's perfectly stable but without a drop plate my car trailer is really uncomfortable above 50 m.p.h.
