Have just heard from a Caravan dealer that the tests for towing heavier weights has been cancelled as of November 15 2021

You were correct but the date of 125th Nov has been delayed with no new date given. Therefore the licence restrictions still apply and will continue to apply until the law changes.

I have the Gov alerts for this and can confirm this is the case

Lots in limbo where they have done the training but then the tests all got cancelled
