I tow with a Xsara 2.0 Hdi 110 bhp automatic. Assuming your Picasso has the same engine and the van isn't too heavy it will be fine. Now I tow my little Freedom which is only 750 Kgs, but I did tow my old 5 berh with it which was 1100 Kgs MTPLM, although it was virtally empty at the time. The max tow on mine is 1100 Kgs but the Picasso is a heavier car and it seems to be 1300 Kgs.
Have a look here for the weights. Citroen cites similar weights for autos as for manuals, some manufacturers give much lower weights for autos.
