I think they may accept that many people may stray slightly over the speed limit, but reducing your available vision is more of a deliberate act. Lots of car defects (including reduced vision) can invaildate your insurance. Bald tyres or lack of brakes spring to mind. I believe the old fluffy dice hanging from the mirror are now illegal.
I can't answer for the thought processes of the law makers, but it's probably something along those lines. Remember an insurance company will normally clutch at every straw to avoid paying out, and the small print on the policy is a minefield.
