Not my opinion just what I found on the site I quoted.A further check on the net reveals VOSA recomend the NTTA for further information.

Without knowing the exact model of Rover and the trailer you tried to hire I can only offer an explanation that possibly the unladen weight of the trailer exceed the towing limit on your car.

I do know they check the towing car can tow up to the maximumladen weight of the trailer before they will hire it out.

It's true you can't drive an empty lorry ona car licence.  It's what it can carry, not what it is carrying, that counts.

kerbweight 1324kg, Max tow 1550kg

An empty twin axle car tailer did not weigh anywhere near that. Is was the lightweight aluminium type with mesh runners each side not a solid floor.
