I'm with Mrs Skippy on this,once the jockey wheel is clear all the weight is on the hitch,if you only lower it to the height as when its hitched then the jockey wheel is still carrying some weight. Possibly the best thing is to cut the stale to the same height as when hitched and then wind the jockey wheel right up?

Back to the OP. If your tyre pressures,noseweight,no heavy items to rear of axle etc all checks out then possibly a worn bush on the rear suspension or a weak/failing shock absorber?

From what you have said it sounds most likely to be a noseweight issue.
