What two clubs tow match services? This is the first I have known of them.
Does this mean I buy a gadget, trial and error and if the caravan survives it's ok or it could crash?? Or do I have to get a new car? 
The Caravan Club and the Camping & Caravanning club both have a tow match service which is free to members .
If you car has the lower limit and looking at cuddles website it would appear so but you could also double check with either clubs .
Assuming your Peugeot 407 sw has the low 60kg limit I would try loading your caravan and move any heavy items above the axle and get it down to near that figure , then try a test run and if it tows ok and there's no instability your fine .
Most average size cars have a limit of at least 75-80kgs so there more scope for loading you caravan and mid sized 4x4s are often 100kg or more .
The worst case scenario may mean a change of towcar but I would explore other avenues first
