absolutely. The bits over the wheels are called mudguards and compulsory. Mud flaps are (usually) flappy bits that hang behind the wheel and optional.

Hi. I always believed that if the wheels were UNDER the body, then mudguards are not required as the bodywork fulfils the function.

Hi pjh10, All caravans have mud guards/wheel arc,as do artic flat bed,and they are under bodywork, think the only trailer i have seen without wheel arches are those 24+wheel exceptional heavy load vehical trailers,(think they are exempt as load/slow speed ? ). so its yes by law to OP's question.
