Legally, you may be fine but you're on the limit for everything, which means the towing experience will be un-enjoyable - down to 40mph on motorway hills, lots of damaging clutch slipping (if a manual?) to get the outfit moving (hill-starts won't be fun), bit of a pogo ride as the van lurches about and the car is not heavy enough to dampen the movement down etc, etc.
I know all this because I just changed our car to get more power and the difference is startling.
If you can, change it IMO.
