Although I don’t have a Tuscon, I do have a Hyundai Santa Fe with a similar problem – tow ball too low when laden. Altering tow type approved towbars is a no-no and therefore you have to look at other means of solving problem.
I have recently fitted mad suspension spring assisters - these are steel coil spring assisters and are designed to reduce deflection of suspension when car is loaded. Although I haven’t towed with the car since fitting, it has raised the towball height by about 35mm with car unladen. Judging by standing on towball, suspension deflection is less than previously, so I’m confident that it will be a big improvement. Fitting the springs was easy.
