I had something simular... On my last car I fitted the Towbar and electrics. I had a TT at the time and light functioned perfectly. Got the C'van and connected up. went to test lights and problem, the tail lights stayed on when I put the fogs on to test. (immediatly thought it was my wiring skill) I could not even get them to go off without first removing the fuse inside the caravan that is used for charging the battery whilst driving. long story short... it turned out to be the adaptor (7-13pin) I got from the caravan stockest. It was wired wrongly and had the fog light from the car going to the battery charge on the c'van. Still not sure how the tail lights were coming on!!
