Like above you should put most of your weight over the axels then to the back to balance out for your nose weight. Was just about to ask the same thing, the only time mine bounced around was when the tyre pressures were incorrect.
A few years ago, I picked up a van for friends, from where they'd bought it. Travelling down the A55 with no other vehicles near us. The van was hopping sideways at 50mph. I found myself slowing down to 42mph before the hopping stopped. Despite being a experienced tower, it was frightening. On arriving back home, we checked the tyre pressures, which were set correctly.
Some vans are more likely to hop when unloaded, as the suspension has been set up by the manufacturer to be at optimum when loaded. That same van, once loaded, towed a dream.

No, thats the max, you can go way below that if you want, ideally the van should be level without hitching, by that I mean you should be able to just lift it by the tow, without much effort
