To be sure I would get a third opinion with another noseweight gauge, not sure I would trust the bathroom scales compaired to a 'proper' noseweight gauge, 20kg is hell of alot extra weight on your towball if not accurate.

The Milenco is supposed to be properly calibrated and is probably more accurate than the scales.
If you're not sure, you need to take the worst case figures.
i use the reich nose weight gauge had a cheap red one which when reading 75kg was actually 105kg on reich one. Car now handles totally different when towing!
I have used 3 types of noseweight gauges in the past 7 years. The type you put directly on the towball, a yellow 'Maypole' compression type gauge and finally a 'Milenco' compression type gauge. The first one split and had to be glued back together with super glue. The second one wasn't accurate plus the plastic top cover split and finally paid out for the Milenco which is guaranteed to be accurate up to a thousand checks and the quality is much better in comparison. So as you say, you don't want to break the bank then so did I at first but I could have saved by buying the best in the first place. You ca read more about the product in the link.
