We just copied where the holes were from the old plate, drilled our plate to match holes, and screwed it in, using the really short screws from the previous plate.
I've use double sided tape and them sticky pads and don't trust them.

I bought some sticky pads from Wilko's for about 99p and have never used anything else but these and they work fine. I stuck 10 of them on (5 along the top and 5 along the bottom) to give a secure bond. If you do use these pads though they need a clean sound surface to grip so I used white spirit to remove any grease and dirt first but you have to make sure you polish the area afterwards otherwise any remaining white spirit left on the surface will attack the sticky adhesive on the pads. No holes to drill, no screws to buy or rusted screw heads to worry about so if you need to change the number plate in the future such as changing the towcar then all you need to do is use a sharp chisel to remove it because the bond is that good. A perfect finish but make sure you get the number plate level before you apply it because once is sticks, it sticks.

The double sided tape from a motor factor will do the job, as will the pads designed for fixing number plates, provided the back of the plate and the panel behind is spotlessly clean.
I was rather surprised to find the local kids kept giving me my number plate back to me after they "found it on the floor behind your caravan" even though it never fell off whilst travelling.
It's now been stuck on with a hot glue gun and the local monsters haven't managed to get it off again.
eBay is probably the best place to get sticky back Velcro but I would advise using sticky pads as there is less chance of someone stealing it, iv used sticky pads on a car for almost 3 years and aslong as behind the number plate and the number plate is spotlessly clean they would be fine
I have always used double sided tape with no problems..........just make sure that you clean the contact area first with those special wipes to remove dirt,wax and other contaminates first. Most important.
