It will be the hitch damper has had it, even if not completely gone it sounds like it needs replacing & probably draw tube is rusty. If you are able to diy, dismantle hitch & remove damper. You should be able to get a replacement but you will need to take old one & get it matched up. Cost £50-£80. When you reassemble, clean up draw tube with emery paper & you may have to replace or just ream out the plastic bushes it slides in.
