When joining a 3 lane highway, and the filter is onto Lane 3, and you are towing. You are required, "when Safe" to filter into Lane 2.
The operative part being the words being when safe.
Personally having large experience of slow moving traffic on the M60 at Stockport, of a third lane filter, unable to filter in because of faster moving traffic in lane 2. I believe such filters are dangerous. And were just created as a cost cutting exercise, to avoid having to build flyovers to filter traffic in to Lane 1.
I've actually seen a Traffic Police Vehicle slow traffic down in Lane 2 at this junction, to allow a caravanner to safely filter in. Because everyone was rushing past a slower moving vehicle in lane one.
But not as dangerous as the idiotic and insane cross over junction nearby. I'm guessing the same person designed both, down to a specified price, rather than at a higher cost and more safety.
