The noseweight is the pressure that is put on your car towbar ball. To measure it - you can use your bathroom scales. - You will need a short peice of wood (3"x2" or similar) long enough so it will reach from the scales - which you place on the ground under the tow bar of the caravan - to reach to the front underside of the caravan towbar. (Where the car towbar ball fits into) Zero your scales with the wood in place (if you can but not too important) then lift up the caravan by the towbar and rest the caravan towbar on the wood and read off the noseweight.
