MMmmm. I know from experience that some tankers can set up a sway, but the one time it happened to me was en route home to Oxford from Southampton after collecting a folding camper. I was passing the tanker on a stretch of the M27 and as I drew level and about halfway along, a nasty snake started to develop. I hung back and had another go a mile or so later, having dropped the speed down to 50 and got y OK. The unit was bought with everything - the seller even left a small vac. The way it was loaded was, in my opinion, the reason for the swaying.
I have passed all types of HGV and apart from that one time, I have never ever suffered from any instability. I would be looking to check carefully tyre pressures, loading, noseweight etc.
I ensure that if I am blocked by passing traffic, I do not get too close to HGVs, especially the double-decker variety, due to the nasty bow wave they chuck out.
