i have just had a new west falia swan neck tow bar fitted,do i have to rub the swan neck down first before i hitched it upto the alko hitch

Only the ball needs the paint removing where the stabiliser hitch connects that's all. The neck part can remain painted as it makes no physical contact with any other other part plus it will start to rust if the protective paint is removed. Make sure you have a plastic protective cover to protect the towball when it is not in use even if you remove the complete towball as it will help prevent any knocks and bumps and help stop the ball from rusting. You stated 'hitch lock' in the title but the hitch lock is actually a security device that deters thieves from hitching up the stabiliser.
