The current regs state that the plate must be correct lettering and numbering, ie type, spacing etcetera. The plate must bear the BS number, manufacturers name and postcode. The reflective material must also comply with regs. If you wish to stick the new one on top,of the old to save hassle in removing the old one there is nothing to stop you doing this but be prepared to be asked questions by the police if and when you are stopped as this a technique used by thieves

And lastly one important factor to remember....only certain logos/flags are permitted.
Flags and national identifying letters
You can display one of the following flags with identifying letters on the left-hand side of the number plate:
Union Flag
Cross of St George
Cross of St Andrew (also known as the Saltire)
Red Dragon of Wales
The letters, or national identifiers, you can have are:
GREAT BRITAIN, Great Britain or GB
UNITED KINGDOM, United Kingdom or UK
CYMRU, Cymru, CYM or Cym
ENGLAND, England, ENG, Eng
SCOTLAND, Scotland, SCO or Sco
WALES or Wales
So car / van badges / football clubs are not permitted.

I have just had to change my caravans number plate, and ordered one online from a company who advertised their plates as being fully road legal british standard plates, but it still arrived with sticky pads to fix it to my caravan, and the only other writing printed on it is the BS number and the makers name, but no postcode.
Its a solid plastic plate, as was the one that l removed which had been slormed up with caravan mastic to attach it to my new caravan from my old one by the dealer last year, and it took us bliddy ages to clean the mastic off the caravans back pannel before we could fit the new one. Theres no way that l would try to drill through the caravans back pannel to attach a plate with screws, so for us, the stick on type are the only option.
As far as im aware, my new car has also got stick on plates fitted by the dealer, theres certainly no screw heads showing anyway.
