EH !!
What test does he want to do that he has not already got?

I am going to ASSUME that OH has a provisional/learner licence but has not yet passed a car test ....
The fact he got the provisional before 97 makes no difference because licences go on when the actual test was passed
When he passes car test he will be able to tow with one extra restriction on top of all the usual towing laws ...
... that one extra rule for towing a trailer over 750 kgs plated MAM is .... the vehicle GVW added to the trailer plated MAM must not total more than 3500 kgs
GVW and MAM mean the same thing = the legal maximum something can weigh when fully loaded
The GVW for the vehicle is the top figure of four on a plate usually hidden under the bonnet or in a door frame
The MAM for the trailer is usually on a silver plate on the trailer - usually on the A frame part
MTPLM for a caravan is also the same as GVW and MAM
