If it was type approved to be fitted like that then yes its legal.
Same as the drop plates. Mostly they are not type approved, but some manufacturers like Land Rover do type approve them so a drop plate can be fitted to those.
I would hate that towbar though, It would be a right PITA when the boot was open.
Probably one of the few times i would choose a detachable towbar over a fixed flange one.
That thing i think isnt safe,surly put more load on the back end of the car cos of its length,Might be wrong, but that isnt a shin knocker, its a leg breaker!

Thats normal style of towbar for 4x4 with rear mounted spare. As pointed out, its type approved so whatever weight is put on it up to noseweight limit will be ok. It does look untidy though.
being the driver of a 4x4 with rear wheel carrier I can see a few advantages of a tow bar like that, in supermarkets those cars that cant judge the length of their car and then stick their bonnet into my parking place, the one where I have parked correctly but as far forward as I can so I can open the rear doors then when i return to my car to find it impossible to get the shopping in the back of the car without putting a lovely big "smile" engraved into the paintwork of any offenders!
also reversing up against a brickwall you have a "natural" bump stop
and as far as caravanning is concerned for those time we need to open the rear door when the caravan is attached is near impossible to do due to the jockey wheel, well this would allow us to to do that as it would be so much further back

Although it pains me to agree with my mate Billy, when you look on Google Images, the style in the OP's post is what seems to be fitted to just about all 4x4's with rear wheel carrier.
That style or ones more or less the same. Different manufacturers and all that.

I suggest you walk around any car park or camp site and look at landrover, discoveries freelanders range rovers, Isuzu troopers and the rest! not one will have a tow bar like that!

The distance from the rear axle line wont be far off that of the average saloon anyway. The rear overhand from the axle is very small. It does look silly but needs must i guess.
Just been round a couple of the guys at works motors, a Monterey and a Freelander, one tows a rally car and the other a caravan, and yes you've guessed it, they both have those long style towbars.

if it wasn't so dark and cold I would take a pic of mine and all the others in our street we have a good mix of 4x4s here from landrovers to mitsu's and everything between, about a 50/50 split of road and farm use from them and not one us included have a tow bar anywhere near like that one from the op
hi you can buy a al.co 4x4 handle and dont have a long towbar it fits on the al.co lever without opening the back door all the time becauce the back wheel gets in the way the 4x4 handle is a great product cheers .tom
