I would say for that money for a reasonable towcar your best bet would be anything with the old VW 1.9diesel but budget for a cambelt change as soon as you get car even if it is claimed belt has been changed because if that goes the car is scrap at that price.
Cars with that engine apart from VW will be Skoda & Ford Galaxy/Seat Alambra.
The older Citroen/Peugeot 2.0hdi diesel will also run for high mileages but older cars with this engine, C5/Pug 406 can be prone to electrical probs.
I towed a 1450kg Hymer with my Mk3 Mondeo and it was tremendous, the Mk4 I have now towing the same job is just as good and the design of the car makes it a more refined vehicle to drive.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013
With a mondeo im sure most caravans would be ok on a post 97 licence, unless passed within the last couple of years as then you can only tow a trailer upto 750kg I believe

You believe wrong. The same rules apply to everyone who has a licence dated from 1997 onwards. With a Mondeo mk3 hatch any caravan with a MTPLM of less than 1475 is ok, with a mk4 the limit for someone with a B licence would be 1325kg unless other models are different from mine.
