I have just come across this in the C&CC mag which dropped today. The weight categories are the kerbweight of the car, not the weight of the trailer/caravan.
I was slightly confused to begin with.
e.g Nissan X-Trail - in the 1550-1699 category, with a kerbweight of 1575, 85% takes it to 1339 for a recommended tow.
