I've been in touch with Tom Cross at Armitage Trailers who then contacted the powers that be.
Here is his response:
"They have got back to me rather swiftly and have explained that someone hasn't changed the government website without asking the right people.
Therefore, the old rule applies that the A-frame isn't included in the overall length.
However, they have kindly let me know that if you put any form of load on the a-frame it does count towards the overall length. Anything that supports
a load counts towards the overall length.
