I'd think the user would fit a tow bar at at their own expense and might remove when finished, to sell or refit on a replacement.
Unlikely a dealer would remove a tow bar in my opinion
Yes that's motability only all the cars we have looked at do not have tow bars. Looking at 4x4 yetis with low mileage why buy 4x4 170 bhp if you don't want to tow.
If they specify it must be removed before the car is returned you need to be careful because some have cuts in the bumper which will need to be fixed before its returned.
We have just sent a yeti back. We got it to give us room for my husband's mobility scooter, wheelchair and shopping. It's surprising how much room that sort of equipment can take. Plus the yeti was easier for him to get in and out than a lower standard car.
You can fit a tow bar with permission but when it goes back you either send it back with the tow bar on, or you can remove it but the car must then go back in original condition. As you only have the car for 3 years we didn't want to go to the expense so we fitted one to my van instead

The 'Motability' policy used to be that the towbar had to be removed before the end of the lease but all that changed in about 2007 whereby 'Motability' customers were then instructed to leave the towbars on. The reason being is that the vehicle's rear crash beam had to be removed first in order to re-fit with a towbar (which actually is a crash beam with the added components that make up the the towbar) but instead of the corresponding dealer or towbar fitter giving the crash beam back to the customer to re-fit again at the end of the lease they were discarding them as scrap steel. The customer then had to pay for a new one to be fitted which wasn't cheap so some left the crash beam absent with no protection which was considered a death trap for the next potential buyer.
That's why it was considered safer to leave the towbar fitted to the vehicle so no inspection or further expense was needed.
You dont have to remove the tow bar on a M/C as Tango has said unless,at your expense.get it removed and fit back on the crash beam.
If your getting a tow bar fitted let mobility know and also ask for the crash beam back.You can sell it on ebay when the lease is finished as there is always some one looking for one
our current car was a mobility car didn't know this until the sales man tried to tax it but the reason we bought it was because it already had a towbar fitted saving us several hundred pounds
