if they have a garage area and are over 3.5ton then yes as by having the garage area they are living vans not caravans .
mind living vans under 3,500kg dont need mot. as to the truck it depends on its gvw and depends if the fifth wheel trailer does in fact put more than 20%of it loaded weight imposed on the towing vehicle . as then it becomes an artic . articulated tow trucks over 3,500kg gvw dont require mots if only used for pulling trailers that are exempt under some old rules have a read here.www.gov.uk/government/uploads/system/uploads/attachment_data/file/398521/V112G-160514.pdf
most fifth wheelers arent articulated so it doesnt count and many dont have the garage area or carry things that make them living vans .

i lowered my trailer from 5000kg gvw to 3500kg gvw voluntarily . so it doesnt require an mot . plus it forms part of an articulated combination being towed by an articulated truck over 3500kg gvw .
