So actually you have no specific technical experience of bridge construction and maintenance.

Because we don't have enough people to do this!

AS I said, there is a simple answer. We do what they do on the railway and competely close the road so that they can have complete possession and be able to get the job done quicker and cheaper, but then you'd complain about that too!
I don't have to pay more taxes. Any half baked economist will ably demonstrate that having infrastructure that works is the biggest contributor to industrial efficiency.
Conversely having poor infrastructure is a huge financial burden on an economy.
So apparently we have to put up with dreadful infrastructure because we don't have enough construction workers. Will get serious then when we send the two Polish blokes with the chip hammers home!
We can put our freight on the rails because they loads of spare capacity don't they!
I don't have any technical experience of bridge building and I am wrong to question things when it takes 10 times longer to repair it than it took to build it in the first place.
I like to exaggerate. Well just try this route as I do two or three times a week. 20 to 30 miles of standing traffic is common at peak times and on a Friday a national disgrace form lunch to evening. It adds on average 1.5 hours to my journey, sometimes both ways. Just do the sums and you see the cost to the economy of this mess.

It’s not as bad as the M5 with the 30mph zone. What the hell are they doing that requires a speed that low ? If a risk assessment throws up a danger of that magnitude then you need to question the contractors working practices.

I moved to Swindon some 20 years ago and regularly make the journey north to visit family. In all those years there have been permanent roadworks at the same spot on the m5. I've tried doing the journey by night, by day, during the week, during the weekend, early mornings. Not once in 20 years have I managed a clear run.
