Surely, it's not rocket science is it?
It has been proven thousands of times over that a trailer with high flat sides is likely to be somewhat unstable in very windy conditions. So in extreme weather conditions such as those experienced around the UK yesterday, surely the safest advice is to not take risks?
------------- There is a great World to be found out there, but by the very day, to find where it is becomes more of a challenge!

I towed yesterday from Burnham on Sea back to Birmingham northbound on the M5 motorway and seen several outfits in both directions towing in severe windy conditions. I must admit that in the 14 years of caravanning it's the first time towing in windy conditions but I checked the noseweight, loaded the van correctly before setting off and kept to a maximum of 55 mph. and had no problems with instability at all. However, the only idiot I did see was someone towing a caravan with a Jaguar who overtook me with no towing mirrors fitted and a twitchy unstable caravan. It's those sort of people who need to be educated in road safety when towing.
