Things like this can happen if not checked properly prior to towing a caravan but in this circumstance it appears that the break-away cable didn't function correctly or possibly the the caravan hadn't been serviced thus the brakes were ineffective. The driver of the towing vehicle will obviuosly have some serious explaining to do to the Police and could possibly be charged accordingly.
Luckily there were no casualties.

As a retired signalman, there is a set procedure we all take with CCTV controlled level crossings, as laid down in our very strict Rule Book:
Instigate operation of crossing so camera comes "live".
Check TV screen in a set manner (figure of 8)
If crossing clear, clear all protecting signals.
If not clear all signals remain at DANGER/STOP.

Most CCTV crossings have obstacle detection fitted now, especially in areas where their are auto lower CCTV barriers

Sorry, but you are wrong, most CCTV crossings do NOT have LIDAR obstacle detection fitted. It is only a small percentage, and in many regions none at all.
