Just as a bit of a clue, my Insignia CDTI has a Max permissible mass of 2170 kg and a Mass in service of 1733.
Maximum towing weight is 1600.
Obviously the Insignia Tourer will be slightly different.

1613kg sounds like the mass in service of an Insignia and not the maximum permissible weight when fully loaded.
My best guess is that the maximum permissible weight will be between 2100kg and 2200kg, meaning that you'll be fine to tow a caravan of 1200kg MTPLM on a post-1997 'Category B' licence. However, it is your responsibility as the driver to check that the weights are legal.

If you haven't got a B+E licence you will get a ticket for driving not in accordance with your licence and you would not be able to continue your journey. I expect your insurance would be invalid if you don't have the correct licence so that could be another ticket, if you don't have insurance they usually impound the car but I don't know what they would do if you were towing, they might impound the caravan as well.

Please explain why your insurance may not be valid if you only have a B driving licence and the combination exceeds 3500kg when stopped?
Does your insurance become invalid when you exceed the speed limit or have bald tyres?
I don't know that the insurance would be invalidated hence my use of the word "expect". I expect that if you don't have the correct licence and have an accident then the insurance may cover third party damages but may not cover your own damage.
If you had an accident and bald tyres contributed to that accident I would expect that the insurance cover may not include your own damage as you had failed to maintain the vehicle in roadworthy condition.
Perhaps we have an insurance expert on the forum who could tell us the correct position when the driver does not have the correct licence.

I doubt if insurance may be revoked or invalidated if fined by the police, but you are correct stating that you may be liable for any third party costs if involved in an accident.

Driving a vehicle of a category not covered by you licence is a category LC20 offence and is treated as driving without a licence.
