Speaking as a local.
I would follow the A44 from Crossgates to Rhayader and then north to Caersws, then join the A489 to Newtown and then join the A483 north.
It might be slightly longer but it easier towing along it and it can often by quicker.
To get from Fforest Fields campsite, would you
1)go along the A481 to the A44,
2)go back to Builth Wells and up to Crossgates along the A483 or
3)pick up the A470 from Builth to Rhayader and continue from there as above?
Thinking about it I'd drive down to Builth and follow the A470 north.
You won't actually go into Builth.
Turn left at the first roadabout you get to, then several hundred yards later turn right at the next one, outside the Royal Welsh Showground. (There are petrol stations just by the last one and a Co-op)
Rhayader can be a bit awkward in the centre but we regularly tow through it.
If using Sat Nav, don't follow the B road route out of Rhayader but stick to the A470.
