The answer above is correct. Therefore, in order to be able to tow a caravan of MTPLM 1300kg on a 'Category B' licence, the maximum plated weight of the car must be 2200kg or less.
The weight to look for is the first one shown on the car's VIN plate, which will either be inside the engine bay or on one of the door pillars.
I wouldn't like to guess as to whether the max. plated weight of an Insignia will or won't exceed 2200kg. It's going to be close. But in this case, the law doesn't do "close". 2200kg would be legal, 2201kg would not. It really is as black and white as that.
Note though that the above does not apply if you obtained your full licence before 1997.
