I'm not familiar with the A4112 from Brecon to Hay-on-Wye, but have driven the rest of it (though not towing, and not with a plug in hybrid vehicle).
As far as I can recall the route should be towable, however, almost all of it is single carriageway and it goes over part of the Brecon Beacons, so there are hills.
If you want to take a leisurely, single carriageway route to South Wales by suggestion would be to head west earlier. Head to Welshpool, either from Chester via A483 or from Shrewsbury via A458. From there it's A483 to Newtown, A470 to Llangurig, A44 to Aberystwyth and A487 down the coast to Cardigan. Some hills that way too but nothing too strenuous, HGVs and coaches use it.
From Cardigan you can use the A478 to Narberth and on to Tenby, or continue on the A487 to Fishguard and St Davids. Be aware though that there are 2 steep hills and a narrow pinch point at Fishguard Lower Town (about a mile before Fishguard). No restrictions on towing caravans through it - buses and tractors use it regularly - but just be prepared to give way to oncoming traffic.
