All MPV's do not have a heavy footprint. My Touran, a small MPV, has a low emission figure which brings the annual road tax down to £135.
This is comparable to, and better than some, conventional cars. As tax is based on emissions, I cannot see the legality of singling a vehicle out just because it is an MPV.
For example, it is shorter, and no wider, than an estate car, and I don't think the little extra height represents a problem.
