Depends what you want, if you're happy with a field with few facilities then spontaneous camping is easy. C&CC CS's are perfect for tent campers as their only limit is for vans and campers.
If you want EHU and faciliites then it probably is harder.

Last weekend, we were going to nip up to one of the (no pre-booking) National Trust sites in the Lake District. Because we have three small kids, I thought on thursday that I might want a backup. After ringing 20+ sites in the area, that were fully booked for the weekend, I moved my focus off the lakes - Fforrest Fields (a handy backup) was fully booked so I rang a couple of Certificated sites and found a great little site - Rowlestone Court.
If you look in the right places, at the smaller sites, you can find fantastic facilities, quiet sites at a low price!
