That lady may work on a campsite, but it strikes me she's not a camper, at least, not a tenter. Breathable groundsheets or carpets relate to caravan awnings, as Bernie said. They stipulate it because they can - suitable products are available.
They don't stipulate it for tents, because they can't. The majority of tents these days have sewn in or zipped in water resistant groundsheets, many laid on top of footprints.
If the site accepts tents, they accept the grass risk, or make it clear you need to move pitch after a set interval. We've never yet been asked to do that.
