As a member of the C&CC for the last 20years I can say that yes they are a little expensive but the facilities on most sites are excellent apart from those that need modernising, they are always nice, clean and calm places.
Just got back from Sandringham which is an excellent site, they did have a group of families together in the furthest field they could be heard at night, but only until about 11pm though.
For Northumberland there are a few club sites.
If you don't mind driving a little way Barnard Castle club site really is excellent, although might be too far south for you.

Sounds like you had an awful experience, but this is not the norm, and not just confined to teenagers, I agree with the previous poster that most teenagers and young adult do not behave like this.
In fact the only times we have been disturbed like this in over 20 years of camping and only on a handful of occasions, is by so called 'family' groups where everyone proceeds to get plastered outside their tents and laugh and shout loudly, disturbing everyone else.
I had to go over and say something once when a group pf women were loudly and in graphic detail regaling the whole site with their childbirth experiences, very loudly and with more than a smattering of language that would make a sailor blush!
They did not like me telling them to basically shut up, but their husbands made them go in and quieten down.
Sadly, there will be the odd occasion where you get someone inconsiderate, but it is still thankfully not the norm on most sites, especially if you chose the quieter and less commercial sites.
