I have just looked at some metal poles I have. inside there is elastic as you describe, attached to a metal wire, there is an eyelet on the end of the wire in mine, the elastic is just knotted to stop it slipping out of the eyelet. I don't recall ever seeing spares for this type anywhere, the elastic is the same as for fibreglass poles , but never seen the wire bits sold as spares.
If you cant fix it, try using springs for frame tent poles. scroll down to folding camper spares , 49p each here ,
They simply insert into the pole, and expand inside to stop it slipping out.the other end goes into the next pole section.
Hope you manage to fix the poles , and that the smell goes away so the tent is at least usable, but you won't have the same look on it now.
