The lower power is to stop people tripping the ehu and althought i am sure it will do the job, it will not be silent. I dont think there is such a thing as a silent fan heater but like a coolbox, it is a noise that you will get used to and it shouldnt keep you awake :)
Moving to a hotter country is also an option but possibly costs a little more than a heater lol
If you do a search on here you will probably find a few heater recommendations that may be cheaper as you wont be paying for the outwell name
Also worth checking if it has an automatic cut off in case it falls over. IMHO, very important if it is to be left on overnight.
